The United Kingdom and France Will Dispatch Military Personnel to Ukraine if a Peace Agreement is Finalized

Placeholder Diplomatic Meeting

The UK and France have formalized a statement of purpose concerning the stationing of military forces in the nation if a ceasefire be struck with Moscow, the British leader, Sir Keir Starmer, has stated.

After discussions with allied nations in Paris, he noted that the allies would "establish defense centers across Ukraine and build protected facilities for arms and military equipment" to discourage any potential invasion.

The coalition members also proposed that the United States would play the primary role in verifying a halt in hostilities.

Russia has consistently warned that any foreign troops in Ukraine would be considered a "legitimate target", but has so far not issued a statement on this recent announcement.

Context and Continuing Hostilities

Moscow's leader Vladimir Putin launched a comprehensive attack of Ukraine in the start of last year, and Moscow at this time holds roughly 20% of the country's land.

"This is a vital part of our pledge to be alongside Ukraine for the long-term," remarked Starmer.

National leaders and top officials from the "Coalition of the Willing" were involved in Tuesday's talks.

Addressing reporters at a combined announcement, the Prime Minister further said: "It creates the pathway for the juridical structure under which British, French, and partner forces could work on Ukraine's territory, protecting Ukraine's skies and seas, and rebuilding Ukraine's defense capabilities for the future."

The British leader also stated that Britain would participate in any US-led confirmation of a prospective ceasefire.

Protection Pledges and Diplomatic Positions

Senior Washington representative Steve Witkoff remarked that "lasting safety pledges and strong prosperity commitments are vital to a enduring ceasefire" in Ukraine – mentioning a central condition made by Ukraine.

He said the partner nations had "largely finished" their work on agreeing such guarantees "so that the citizens of Ukraine know that when this hostilities ends, it ends forever."

The former US envoy, ex-President Donald Trump's representative, also took part in the discussions.

Separately, French President Emmanuel Macron declared that Ukraine's allies had made "considerable headway" at the talks.

He said that "strong" defense assurances for Kyiv had been settled upon in the event of a potential truce.

Ukrainian President Volodymyr Zelensky stated that a "significant development" had been made in the talks, but qualified that he would only consider efforts to be "enough" if they culminated in the end of the war.

Earlier, he said a settlement was "90% ready". Settling the last 10% would "shape the fate of the agreement, the fate of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and security guarantees have been at the heart of ongoing disputes for diplomats.
  • The Russian President has consistently stated that Ukraine's forces must withdraw from the entirety of Ukraine's eastern Donbas region or Russia will take control, rejecting any middle ground over how to finish the war.
  • Zelensky has to date excluded ceding any land, but has floated the idea that Ukraine could pull back its forces to an agreed point – but only if Russia reciprocates.

Russia presently controls about 75% of the Donetsk region and around 99% of the bordering Luhansk region. The areas form the area of Donbas.

The original US-led multi-point peace plan that was extensively reported to the media last year was perceived by Ukraine and its partners in Europe as being disproportionately favorable in Moscow's favor.

This sparked a period of intensive negotiations – with Ukraine, the US and European leaders trying to amend the proposal.

Last month, Ukraine presented the US an revised proposal – as well as additional documents outlining prospective defense assurances and arrangements for Ukraine's reconstruction, Zelensky stated.
